Parish Council, Tuesday 10 November 2020
130.1 (minute 20/106.2) An enquiry has been made to the borough council regarding the possible easing of parking restrictions at the rear of London Road.
130.2 (minute 20/110.3) Spring bulbs had been planted in the cast iron planters and the barrier baskets.
130.3 (minute 20/110.5) The parking bay had been reinstated outside Ward the Butchers and a disabled space marked out.
130.4 (minute 20/110.6) Dog fouling stickers had been applied to lamp posts in various locations in the parish.
130.5 (minute 20/112) A response had been sent to the government’s consultation on pavement parking, by completing the online survey and incorporating the comments recorded in the November minutes.
130.6 (minute 20/117) A WBC officer visited Stockton Heath and reported that all signage currently in place is in force and that additional diversions would also be implemented in the near future to allow essential highways work to take place.

20/132 Internal Control Check
To note that the internal control check was undertaken by Cllr Wheeler on 19 October 2020 and to accept the signed checklist as a verification of the check having taken place.
20/133 Dispensation for absence from council meetings
To discuss the proposal that a dispensation be given to all councillors for non-attendance at council meetings from the date of the next meeting on 12 January 2021 until the expiry of their term of office in May 2021, for the avoidance of disqualification through a period of absence of six months.
20/134 Installation of Lighting to pathways on Mill Lane Jubilee Field
To receive and discuss information obtained from Warrington Borough Council on the feasibility and likely costs of providing lighting on the pathways at Mill Lane Jubilee Field.
20/135 Casual Vacancy in Stockton Heath East Ward
To consider if the casual vacancy in the East Ward should be advertised for co-option. Local council elections are scheduled for May 2021, meaning that the vacancy has less than six months left and therefore the parish council is permitted to leave the vacancy until it can be filled through election.

To receive and discuss the report from Cllr Walker.

To receive and discuss the report prepared by a sub-committee of Stockton Heath Allotments Association.

139.1 To consider the grant application received from Warrington Open Door at Christmas (WODAC).
139.2 To consider a donation to Warrington Foodbank.
139.3 To consider a donation to the Warrington Borough Council Christmas Toy Appeal.

20/140 Parish Ranger
140. 1 To note that the parish ranger’s employment ended on 30 November 2020.
140.2 To note that Northwich Town Council are providing a litter picking service and servicing the bins on Mill Lane Fields and Ackers Pit, attending on Mondays and Thursdays until a new appointment is made.
140.3 To note that the Employment Committee approved the job advertisement, job description and person specification and that the vacancy has been advertised. Several applications have been received.
140.4 To discuss the format of the interview process and make appointments to the Interview Panel.

To discuss the response of the parish council to the planning application, to meet the 21 day response deadline.
