V21/001 Election of Chairman of the Committee
To elect a Chairman for the civic year 2021/22
V21/002 Apologies
To receive and accept apologies.
V21/003 Declarations of interest
Members are reminded of their responsibility to declare any disclosable pecuniary or non-pecuniary interest which they have in any item of business on the agenda no later than when the item is reached. Declarations are a personal matter for each Member to decide and the decision to declare, or not, is the responsibility of the Member based on the particular circumstances. Dispensations on any declarations of pecuniary interest made either before or during the meeting to be then considered by the Parish Council and any dispensations documented accordingly.
V21/004 Public Participation
In accordance with Standing Order 3 (d,e,f,g,h,i) – The meeting shall be adjourned for a maximum of 30 minutes for Public Participation. Speeches will not last more than 3 minutes. No elector will be allowed to speak more than once on any one subject.
V21/005 Budget
To note the payments made and balances across the budget headings over which the Village Committee has oversight (attached).
V21/006 Updates since the last meeting
A community-led group had been formed to promote biodiversity. The group have called themselves Wild about Stockton Heath (WASH).
Summer planting of begonias in the large planters and summer bedding in the barrier baskets had been completed.
Warrington Borough Council had recently confirmed that the new litter bins are to be delivered to the Woolston depot, so the order will now be placed.
V21/007 Floral Decorations
To discuss the planting that is desirable to support biodiversity and receive advice from the current contractor.
V21/008 Street Trees
To discuss the report received from the Wild about Stockton Heath group (attached).
V21/009 Litter Management
009.1 To note that no residents requested to borrow litter picking equipment.
009.2 To agree dates for future parish council-led litter pick events.
009.3 To discuss the creation of a local litter network for Stockton Heath (email copy attached)
009.4 To receive an update on the activities of the Parish Ranger Team and the weekend litter picker team.
V21/010 Provision of benches
To discuss the proposal for siting two benches at the Forge car park.
V21/011 Community Speedwatch
To consider the request from the PCSO team for the provision of branded hi-vis vests for the Community Speedwatch project.
V21/012 Platinum Jubilee
To discuss the ways in which the parish council could contribute to events to celebrate the Queen’s Platinum Jubilee, taking place from Thursday 2 to Sunday 5 June 2022 (information from ChALC forwarded as an email)
V21/013 Reports from attendance at outside groups
To receive reports from attendance at outside bodies and to discuss any issues arising.
V21/014 Publicity
To discuss any items for inclusion in the next newsletter or for publicising through appropriate media outlets.

To receive requests for items for the next agenda.
Matters for discussion in closed session
Public Bodies (Admission to Meetings) Act 1960 s.2
A body may, by resolution, exclude the public from a meeting whenever publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted or for some other special reasons stated in the resolution and arising from the nature of that business of the proceedings; and where such a resolution is passed, this Act shall not require the meeting to be open to the public during proceedings to which the resolution applies.
